Chapter I General Provisions

Article 2 Inner-party supervision is guided by Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thinking of the "Three Represents," and the scientific outlook on development. It implements the spirit of General Secretary Xi Jinping's series of important speeches and promotes the "Five in One" as a whole. Article 3 There are no restricted areas and no exceptions within the party. Trust cannot replace supervision. Party organizations at all levels should combine trust and encouragement with strict supervision to promote the party's leading cadres to have the rights and responsibilities, the responsibilities to be held, and the use of powers to be supervised and accountable for failure.
Article 4 Intra-party supervision must implement democratic centralism, conduct in accordance with regulations and discipline, strengthen top-down organizational supervision, improve bottom-up democratic supervision, and play the role of mutual supervision at the same level. Article 5 The task of supervision within the party is to ensure the effective implementation of party constitutions and party discipline in the entire party, to maintain the unity and unity of the party, to focus on the weakening of party leadership, the lack of party building, the failure to comprehensively and strictly govern the party, and the party's indifference, Laissez-faire organization, lax discipline, management of the party's looseness, ensuring that the party's organization fully performs its functions and plays a central role, that all party members play a vanguard role, and that the party's leading cadres are loyal and clean.
The main contents of intra-party supervision are:
(1) abide by the party constitution and rules, strengthen ideals and convictions, implement the party's purposes, and exemplary compliance with the Constitution and laws;
(2) Maintain the centralized and unified leadership of the Party Central Committee, firmly establish political consciousness, overall consciousness, core consciousness, and alignment consciousness, implement the Party's theory and line policies, and ensure the prohibition of the party's orders and actions;
(3) Adhere to democratic centralism, take the party's political life seriously, implement party members' personal obedience to the party's organization, minorities to the majority, lower-level organizations to higher-level organizations, and all organizations and members of the party to the party's National Congress and Central Committee principles ;
(4) Implementing a strict and comprehensive responsibility for the party, strictly clarifying the party's discipline, especially political discipline and political rules, and promoting the construction of the party's work style, clean government, and anti-corruption work;
(5) Implement the spirit of the eight regulations of the Central Committee, strengthen the construction of work style, keep close contact with the masses, and consolidate the party's governing foundation;
(6) Adhere to the party's cadre standards, establish a correct guide for selecting and appointing personnel, and implement the regulations for the selection and appointment of cadres;
(7) Integrity, self-discipline, and public rights;
(8) To complete the tasks of the Party Central Committee and superior party organizations.
Article 6 The key objects of intra-party supervision are the party's leading organs and leading cadres, especially the main leading cadres.
Article 7 Intra-party supervision must put discipline ahead. Using the "four forms" of supervision and discipline, often carry out criticism and self-criticism, interviews and consultations, so that "red face, sweating" becomes the norm; party discipline is light. Article 8 The party's leading cadres should strengthen self-discipline, often check their words and deeds against the party constitution, consciously abide by the rules of political life within the party, the rules of integrity and self-discipline, strengthen the cultivation of party spirit, cultivate moral sentiments, and always maintain the political nature of Communists.
Article 9 Establish and improve an intra-party supervision system with unified leadership by the Party Central Committee, comprehensive supervision by the Party Committee (Party Group), special supervision by disciplinary inspection agencies, functional supervision by the Party's work departments, daily supervision by the Party's primary organizations, and democratic supervision by Party members.
Chapter II Supervision of the Party's Central Organization
Article 10 The Party's Central Committee, the Political Bureau, and the Standing Committee of the Political Bureau fully lead the supervision within the party. The Plenary Session of the Central Committee hears the work report of the Political Bureau of the Central Committee every year, supervises the work of the Political Bureau of the Central Committee, and deploys major tasks to strengthen supervision within the party.

The Political Bureau of the Central Committee of the People's Republic of China holds an annual meeting on democratic life, conducts inspections and analysis of party spirit, and studies measures to strengthen its own construction.
Article 12 The members of the Central Committee must strictly abide by the party's political discipline and political rules. When they discover that other members have violated the party constitution, undermined the party's discipline, and endangered the unity and unity of the party, they must firmly resist and report to the party central committee in a timely manner. Regarding the opinions of the members of the Political Bureau of the Central Committee, the real name of the Department shall be reported to the Standing Committee of the Political Bureau of the Central Committee or the Standing Committee of the Central Commission for Discipline Inspection in writing or in other forms.
Article 13 The members of the Political Bureau of the Central Committee shall strengthen the supervision of members directly in charge of party organizations, local and field party organizations and leadership groups, and shall regularly discuss with the principals of relevant local and departmental authorities on the full and strict management of party responsibilities and integrity and self-discipline Have a conversation.
Article 14 The members of the Political Bureau of the Central Committee shall strictly implement the eight requirements of the Central Committee, consciously participate in dual organizational life, and truthfully report important personal matters to the Party Central Committee. Chapter III Supervision of the Party Committee (Party Group)
Article 15 The party committee (party group) bears the main responsibility in the supervision of the party. The secretary is the first person responsible. The party committee (party group) performs the following supervision duties:

(3) Supervising members of the Standing Committee of the Party Committee (members of the party group), members of the party committee, disciplinary commissions at the same level, party working departments, and leading party organizations and their members;
(4) Put forward opinions and suggestions on the work of superior party committees and discipline inspection committees, and carry out supervision.
Article 16 The party's work department shall strictly implement various supervision systems and strengthen the supervision within the party within the scope of its duties, both to strengthen the internal supervision of the department and unit, as well as the daily supervision of the system.
Article 17 Intra-party supervision must strengthen the supervision of the principals of leading party organizations and leading cadres in key positions, with a focus on overseeing their political positions, strengthening party building, governing the party rigorously, implementing party decisions, and decently selecting and employing people. Higher-level party organizations, especially their principals, should always ask, remind, and correct problems promptly when they are found in the lower-level party organizations. The personal affairs of the principal responsible person of the party organization shall be made public within a certain scope of the party and shall be actively supervised.
Article 18 The party committee (party group) shall strengthen the daily management and supervision of leading cadres, and master their ideology, work, style, and living conditions. Leading cadres of the party should always carry out criticism and self-criticism, dare to face up, analyze deeply, and take the initiative to correct their own shortcomings and mistakes; they should dare to point out comrades' shortcomings and mistakes and help improve.
Article 19 Inspections are an important means of supervision within the party. During the first term of the party committees of the central government, provinces, autonomous regions, and municipalities directly under the Central Government, the party organizations of the localities, departments, enterprises, and institutions under their supervision were inspected comprehensively. Inspection of party organizations and party leaders respects the implementation of the party constitution, party leadership, party building, and the party's guidelines, policies, and implementation of the party's strict and comprehensive responsibility, the party's discipline, the spirit of the eight central regulations, party style Construction of a clean government and anti-corruption work, as well as selection and employment. The central inspection team should strengthen its leadership of inspections of party committees of provinces, autonomous regions, and municipalities directly under the Central Government, relevant central ministries and commissions, and party groups (party committees) of central state organs and departments. Article 21: Adhere to the system of inter-party talks and earnestly carry out reminder talks and exhortations. Article 22 Strictly implement the cadre inspection and evaluation system, comprehensively examine the performance of morals, ability, diligence, performance, and integrity, and emphasize both political achievements and political ethics, and focus on the performance of implementing the decision-making and deployment of the party's central and superior party organizations, and performing party management Responsibility for governing the party, stance on major principles, attitude towards the masses, and completion of urgent and difficult tasks. The principal person in charge of the party organization during the inspection and evaluation shall evaluate the factuality of the members of the team. Article 23 Leading cadres of the party shall expand the above-mentioned accountability in the meeting of the party committee standing committee (or party group) every year, and accept comments. The focus of accusation and accountability is to implement political discipline and political rules, fulfill the responsibility of governing the party and the party, promote the building of a clean and honest government and anti-corruption work, and enforce integrity. The accountability report should be included in the integrity file and made public to a certain extent.
Article 24: Adhere to and improve the reporting system for personal matters of leading cadres. Leading cadres shall truthfully report personal related matters in accordance with regulations, report major personal and family situations in a timely manner, and request prior reports to leave their posts or work locations. Relevant departments should strengthen spot checks to verify. Anyone who deliberately misreports or conceals major personal matters or falsifies personal file materials shall be investigated and dealt with severely.
Article 25: Establish and improve a record system for leading party officials to intervene in major events and find that problems that interfere with the selection, appointment, engineering construction, enforcement of laws, and judicial activities by using posts to facilitate violations of regulations should be reported to party organizations in a higher level.
Chapter IV Supervision of the Party's Disciplinary Inspection Committee
Article 26 The party's disciplinary inspection committees at all levels are the special organs responsible for supervision within the party. They perform their duties of accountability for supervision and discipline, and strengthen the compliance of party organizations and leading cadres within their jurisdictions with party rules, party discipline, and the party's line. Supervision and inspection of policies and policies, undertake the following specific tasks:
(1) Strengthen the supervision of party committees at the same level, in particular members of the Standing Committee, party work departments, party organizations directly under the leadership of the party, and party leaders in performing their duties and exercising power;
(II) Implementing the dual leadership system for disciplinary inspections, with disciplinary review leaders at or above the main level of discipline inspection, reporting on clue disposal and disciplinary review to the disciplinary committee at the same time as reporting to party committees at the same level. Mainly nominate and inspect disciplinary committees at higher levels and other organizations;
(3) Strengthen the leadership of superior discipline inspection committees to lower discipline inspection committees. Discipline inspection committees can report directly to higher discipline inspection committees if they find problems with major leading cadres at the same level; lower discipline inspection committees report work to higher discipline inspection committees at least semi-annually, and report to the upper discipline inspection committees every year.
Article 27 The disciplinary inspection organ must give top priority to maintaining the party's political discipline and political rules, and must resolutely correct and investigate and deal with policies, policies, and orders. , Gang formation, deception, confrontation and other acts.
Article 28 The disciplinary inspection team assigned to the disciplinary inspection team shall be responsible to the dispatched organs, strengthen supervision of the leading team of the supervised unit, its members, and other leading cadres, and shall promptly report any problems to the dispatched organ and the party organization of the supervised unit, and shall be responsible for investigation and disposal in a timely manner. Make recommendations for accountability.
The dispatching agency shall strengthen the leadership of the discipline inspection team, and regularly interview the principal of the party organization of the supervised unit and the team leader of the discipline inspection team to urge them to implement the responsibility of governing the party.
The dispatched disciplinary inspection team shall report to the dispatching agency regularly with the actual situation and specific issues, and at least semi-annually with the party organization of the supervised unit to conduct a special study on the construction of the party's work style, clean government, and anti-corruption work. Failure to find a problem that can be found is negligence, failure to report a problem, or failure to deal with it is a misconduct, and all must be held seriously accountable.
Article 29. Reports from letters and visits should be handled carefully, problem clues should be classified and handled, early reports should be found early, and reports on leading cadres with outstanding social response and poor public evaluation should be made in a timely manner. Important reports should be studied collectively. Regularly analyze and report the situation of petitions, put forward targeted solutions to typical and general problems reflected by petitions, and urge the places and departments where petitions are concentrated to find and analyze the causes and rectify them seriously.
Article 30 The selection and appointment of cadres shall be strictly controlled in accordance with the “Party Style Integrity Opinion Responsiveness”, comprehensively analyze the situation grasped in daily work, strengthen analysis and judgment, and seek truth from facts to evaluate cadre integrity, and prevent “promotion with disease” and “job with disease”.
Article 31. When receiving a response to a general violation of discipline by a cadre, he should promptly verify it with himself, remind him of the conversation, and inquire about the letter, so that the cadre can make the issue clear. Interviews with the respondent may be conducted together with the principal of the party organization to which he belongs; the respondent's explanation of the question of correspondence shall be signed by the principal of the party organization to which he belongs and reported to the superior disciplinary committee. Records of conversations and responses to correspondence should be carefully verified and archived for future reference. Those who did not find the problem should settle the clarification and deal with the situation that is not truthful.
Article 32 The discipline review is conducted in accordance with regulations and disciplines. The focus of the review is not to converge and not to be abandoned. The clues of the problem are concentrated and the response of the masses is strong. Leading cadres who are currently in important positions and may also be promoted. Is the top priority. Disciplinary review shall find out the facts of disciplinary violations, let the review objects start with studying the party constitution, and analyze and analyze themselves from the aspects of ideals, beliefs, tenets, party principles, and style and discipline. The review report shall be clear in fact, qualitative and accurate, and reflect the ideological understanding of the review objects.
Article 33 Whoever violates the spirit of the eight regulations of the Central Committee, who is severely violated for disciplinary purposes and who is filed for examination and dismissed from the party, who is seriously dereliction of duty and who is held accountable, as well as those who are around the masses and affect bad aggression and corruption, shall be named. Article 34 Strengthen supervision of disciplinary inspection agencies. Any disciplinary problem found by the disciplinary inspection agency and its staff must be dealt with seriously. Disciplinary inspection agencies at all levels must strengthen their own construction, improve internal control mechanisms, and consciously accept intra-party supervision, social supervision, and mass supervision to ensure that power is strictly restricted.
Chapter V Supervision of the Party's Primary Organizations and Party Members
Article 35 The party's grass-roots organizations shall play the role of battle fortress and perform the following supervision duties:
(1) Strictly organize the party's life, carry out criticism and self-criticism, supervise party members 'practical performance of their obligations, and protect party members' rights from being violated;
(2) To understand the criticisms and opinions of party members and the masses on the work of the party and the party's leading cadres, and regularly report the situation to the higher-level party organizations, and make suggestions and suggestions;
(3) Maintain and enforce party discipline and promptly educate or deal with disciplinary problems found by party members and cadres. If the problem is serious, they should report to the party organization at a higher level.
Article 36 Party members shall, in a highly responsible manner towards the party and the people ’s cause, actively exercise the rights of party members and perform the following supervision obligations:
(1) Strengthen democratic supervision of the party's leading cadres, and promptly reflect the opinions and demands of the masses to the party organization;
(2) Critically criticizing any party organization and any party members at party meetings, exposing and correcting shortcomings and problems in their work;
(3) Participate in the activities of evaluating leading cadres organized by the party, be brave enough to touch contradictory issues, point out shortcomings and errors, and dare to be true to errors and fight against errors;
(4) Responsibly disclose and report to the party the fact that any party organization and any party member violated discipline and law, resolutely oppose all faction activities and small group activities, and resolutely fight corruption.
Chapter VI Combining Inner-Party Supervision with External Supervision
Article 37 Party committees at all levels shall support and ensure that the people's congresses, governments, supervisory organs, and judicial organs at the same level shall supervise state organs and public officials in accordance with the law, democratic supervision by the CPPCC in accordance with the charter, and audit supervision by audit institutions in accordance with law. Relevant state organs who find that the party's leading cadres violate party rules and discipline and need to be handled by the party organization should report to the relevant party organization in a timely manner. The auditing agency finds clues of suspected violations of discipline by the party's leading cadres, and shall report to the party organization at the same level, if necessary, to the party organization at a higher level, and transfer the clues to the relevant disciplinary inspection agency for processing in accordance with regulations.
If it is found in the disciplinary review that the party's leading cadre has seriously violated the discipline and is suspected of breaking the law, he should first make a party disciplinary decision before transferring it to the administrative or judicial organs. Law enforcement agencies and judicial organs file cases in accordance with the law to investigate and deal with cases involving leading cadres of the party, they should be notified to the party committee and disciplinary committee at the same level; the party organization of the cadre should suspend its relevant party member rights in accordance with relevant regulations; Anyone who commits a crime but is suspected of disciplinary violations shall be transferred to the Discipline Inspection Commission for discipline.
Article 38 The Communist Party of China and the democratic parties have long coexisted with each other, supervised each other, shared common sense, and shared honor and disgrace. Party organizations at all levels should support democratic parties in performing their supervisory functions, attach importance to the opinions, criticisms, and suggestions made by democratic parties and non-partisans, and improve the mechanisms of information, communication, feedback, and implementation.
Article 39 Party organizations and leading cadres at all levels should take seriously and consciously accept social supervision, use Internet technology and informatization to promote openness in party affairs, broaden channels for supervision, and accept public criticism with an open mind. The news media should adhere to the unity of the party spirit and the people's nature, adhere to the correct orientation, strengthen the supervision of public opinion, analyze typical cases, and play a warning role.
Chapter VII Rectification and Guarantee
Article 40 Party organizations shall truthfully record and centrally manage the problems and clues found in the supervision of the party, understand and verify in a timely manner, and deal with them accordingly; those that do not fall within the scope of this level shall be transferred to a party organization with authority.
Article 41 The party organization shall implement rectification and correction of the problems discovered during supervision. The results of the rectification shall be reported to the party organization at a higher level in a timely manner, and may be notified to the party organization and party members at a lower level if necessary, and disclosed to the society.
The clues of disciplinary violations transferred by higher-level party organizations and inspections should be handled in a timely manner, and the situation should be reported within 3 months.
Article 42 The party committee (party group) and the disciplinary commission (disciplinary inspection group) shall strengthen the supervision and inspection of the implementation of the supervision responsibility within the party and the implementation of rectification of problems, the failure to perform or incorrectly perform the duties of supervision within the party, and inadequate correction and rectification. , In accordance with the "Chinese Communist Party Disciplinary Regulations" and "Chinese Communist Party Accountability Regulations" and other provisions.
Article 43 Party organizations shall guarantee party members' right to information and supervision, and encourage and support party members to play an active role in intra-party supervision. It is advisable that the real name of the department reflects the facts of disciplinary violations, and the party organization shall keep confidential the prosecutors and report the situation to them in an appropriate way. Anyone who interferes with supervision or cracks down on revenge against the supervisor shall be dealt with severely according to discipline.
Article 44 The party organization shall guarantee the relevant rights of the object of supervision, such as the right of defense and appeal. After investigation, if the subject of supervision does not behave inappropriately, it shall be clarified and the name shall be rectified. Those who insult, slander, or frame others under the name of supervision shall be dealt with seriously according to discipline; the suspected crime shall be transferred to the judicial organ for handling. If the object of supervision is dissatisfied with the decision, it may file an appeal in accordance with the provisions of the Party Constitution. Relevant party organizations should seriously review and review and draw conclusions.
Chapter VIII Supplementary Provisions
Article 45 The Central Military Commission may formulate relevant regulations in accordance with these regulations.
Article 46 The interpretation of these regulations is the responsibility of the Central Commission for Discipline Inspection.
Article 47 These Regulations shall become effective on the date of promulgation.
