Chapter I General Provisions

Article 4 The work of the party's working organs shall follow the following principles:

Chapter II Establishment

Depending on the needs of the work, the party's working organs may be merged with the state organs with similar responsibilities, etc., or set up as joint offices. The merger establishment or joint office is still in charge of the party committee.
The establishment of permanent offices of the coordinating body of deliberations is strictly controlled. The matters in charge of the coordinating body of the deliberations can be settled by the existing working organs to take the lead in coordinating or establishing a coordination mechanism, and there is no permanent office.
Article 6 The establishment, revocation, merger, or change of the Party's central working organs shall be proposed by the central organization's preparation and management department and reported to the Party Central for examination and approval in accordance with the procedures.
The establishment, revocation, merger, or change of the local party committee's working organs shall be proposed by the preparation and management department of the same level agency. After discussion and decision by the party committee at the corresponding level according to the prescribed procedures, it shall be reported to the higher level party committee for approval.
Article 7 The leading body and decision-making form of the party's working organs are the ministry (office, room) business councils or committees, which are generally composed of full-time, deputy, heads of disciplinary inspection teams or secretary of discipline inspection commissions and other members.
The number of leadership positions of the Party's work organs shall be strictly implemented in accordance with the relevant regulations in accordance with the needs of work and the principle of strict control.
If the party's working organs are concurrently held by leading members of higher-level institutions, they may have executive deputies to assist them in their daily work.
The party's working organs do not have full-time leading assistants, and generally do not have a secretary-general. When it is really necessary, with the approval of the Party Central Committee, the Party Central functional department may set up a secretary general.
Article 8 The Party's working organs shall set up necessary internal institutions in accordance with the principles of work needs and lean efficiency. The establishment, cancellation, merger or change of internal institutions shall be examined and approved in accordance with the prescribed authority and procedures.
Article 9 The party's working organs shall be staffed by the organs within the approved administrative establishment.
Chapter III Duties
Article 10 The party's working organs shall have clear responsibilities and consistent powers and responsibilities. The duties that should be performed by the party committee shall not be delegated to the work organ.

Article 12 The General Office of the Party Committee is an integrated department of the Party Committee. It is responsible for promoting the implementation of the decision-making and deployment of the Party Committee, coordinating the work of relevant parties in accordance with the requirements of the Party Committee, and undertaking the specific matters of operation and security of the Party Committee.
Article 13 The functional department of the Party Committee is the competent department in charge of a certain aspect of the work of the Party Committee. It exercises relatively independent management functions in accordance with regulations, formulates relevant policies and regulations, organizes implementation, and coordinates and guides work in this system and field.
Article 14 The party committee office is an organization that assists the party committee in handling certain important affairs. Generally, it refers to the permanent office of the coordinating body established by the party committee to strengthen leadership and organization and coordination of important work across fields and departments. Article 16 The Party's working organs must firmly establish political awareness, overall situation awareness, core awareness, and alignment awareness, and must always maintain a high degree of ideological and political consistency with the Party Central Committee. Chapter IV Decision and Implementation
Article 17 The Party's working organs must adhere to democratic centralism, and the leadership must implement a system of combining collective leadership with individual division of responsibilities. Article 18 The party's working organs shall discuss and decide the following major issues through the convening of meetings of ministries (offices, offices) and business committees:

Article 21 The party's working organ may, according to the needs of the work, convene an office meeting of ministers (directors, secretaries), and organize special tasks for the implementation of the decision-making matters of the conferences of the promotion departments (offices, offices) and committee meetings, and research and discussion. Chapter V Supervision and Accountability

Article 24 The leading body of the party's working organ shall consciously accept intra-party supervision and mass supervision.
